The game is already large enough that even collectively, you'd be pressed to find a group. After all, not everyone wants to do the same thing you want to at that time.

Even if you combine everyone into one server, I'd still refuse to group up with any of you since even a team of pure hench is good enough to get things done quickly, quietly and without any Chuck Norris jokes.

I am not sure how Anet has there servers set up but I am sure if the Polish or Russian dist were costing them more then they thought would be appreiate then I am sure they would shut them down.

As mentioned before, the largest dist are the American dist and closing down other dist would not generally lead to a larger influx of players. On a side note I have never seen someone get flamed in local chat for using a different language, (they may get a pm) I have seen someone ask if they could get an asian guild tag however.

This is a bad idea. I mean, Spanish districts are ftw if you want some peace and quiet. Not even the Feds will come looking for you in Ice Tooth Cave, Spanish district.

If you want more players just hop to the USA servers and there are usually lots of peeps.
Speaking of servers I wish Anet would give Australia / NZ our own server.

A lot of the players in the American Districts are European, just because a lot of the European players like Germans and the French have their own districts, so they will go there instead of to the European Districts, and other languages/countries don't have these districts, so these people usually end up going to the American Districts because the main European Districts tend to be less full. There are more European players than you might expect, just check out the Guild balance:
